A breakdown into Sectors or administrative divisions? Do you know if this includes the hundreds of thousands conscripts in Central Security Forces (Riot Police)? It does not seem constitutional to me to finance conscripts using the allocations of a civil organization , ie the police. Does CSF have an independent budget?
