Azbakiya Police brutality

I received the following message from leftist activist Kareem el-Beheiri, who has been following up on the case of citizen Muhammad Hassan, who died under torture in Al-Azbakiya Police Station in January 2004:

يأرض اتهدى ما عليكى ادى
هذه هى المقولة التى يستخدمها رجال الشرطة فى مصر بعد ان يهلكوا المواطنين ويسحلوهم فى اقسام الشرطة وغالبا ما يموت المواطنين داخل هذه الاقسام التى تخيم عليها البلطجة والعسكرة .
وعلى سبيل المثال وليس الحصر فقد شهد قسم شرطة الازبكية يوم 4 يناير 2004 حادثة مهينة للانسانية .
كانت البداية حين انتهى ( محمد حسن ) البائع المتجول بعد طوال سير بشوارع القاهرة لبيع ساعة او تصليحها واثناء سيرة فى شارع الألفى قابلة مجموعة من الشرطة يرأسهم معاون قسم الأزبكية النقيب ( عمرو سيد محسن ) فأوقفوة بتهمة التحرى وفى اثناء تفتيشة حصل المعاون مع محمد على ( قصافة ) فتم اصطحابة الى قسم شرطة الازبكية لتحرير محضر حمل سلاح ابيض وعندما وصل محمد الى القسم تم تسليمة الى امين الشرطة ( أشرف فتحى عبد العليم الجنزورى ) ليحرر له المحضر ولكن بعد ساعة فوجىء اهل محمد بتليفون من القسم يستدعوهم لاستلام محمد فتوجه اخوه الحاج ( اسماعيل حسن ) الى القسم ليجد اخوه جثة هامدة ملقاه على الارض بعد ان افاد مأمور القسم فى محضر ان سبب الوفاة ازمة قلبية فور دخولة القسم ولكن الحاج اسماعيل هو واشقاؤة لم يصدقوا وتجهوا ببلاغ لنيابة حوادث شمال القاهرة والتى انتداب الطب الشرعى لتظهر الحقيقة ان سبب الوفاة هو نزيف دموى وكسور بالغضاريف الحنجرية وكدمات وسحجات بالوجه والرقبة ويفيد ذلك ان المجنى عليه تعرض لتعذيب شديد هو الذى اودى بحياتة .
قامت النيابة بتحرير محضر يحمل رقم 13 لسنة 2004 جنح أمن دولة طوارىء بتوجيه تهمة الضرب افضى الى موت الى امين الشرطة ( اشرف ) وفى المحكمة افاد بعض شهود الحادثة ان عند دخول محمد القسم أخذه امين الشرطة الى الحبس وبدء بسبه بأمه وأبيه الأمر الذى أثار محمد وما كان من امين الشرطة الا أن  ” شمر” عن ساعدية وكشف عضلاته وبدء تسديد اللكمات الى المجنى عليه وقام بخنقه ب ( كوفيه ) كان يرتديها وما ان حاول المجنى عليه النهوض حتى عاجله امين الشرطة بضربة قوية ليصطدم بسور الباب الحديدى للحجز فوقع مغشيا عليه وفارق الحياة وأمرت المحكمة بحبس الجانى 5 سنوات ولكن لان الظلم اخذ يتوغل فى المجتمع فلم يتم أشرف داخل السجن سوى سنة واحدة ويتم الإفراج عنه بقرار عفو جمهورى ليحترق مرة أخرى قلب أشقاء المجنى عليه ويشعروا بأن حقهم ودم اخيهم قد ضاع بعد خروج القاتل حر طليق ويتحرك بالمثل القائل ” يأرض اتهدى ما عليكى أدى ” فقرر اشقاء المجنى عليه رفع قضية على امين الشرطة ومأمور القسم ووزير الداخلية بالتعويض المدنى فلم يبقى اما اشقاؤة سوى هذا التعويض على امل ان يشفى بعض من احزانهم ولوعة فراق اخيهم .
ويبقى السؤال ” الى متى يستمر مسلسل انتهاك حقوق المواطنين المصريين داخل اقسام الشرطة وتعذيبهم” ؟

VIDEOGATE: Bulaq torturers’ trial adjourned; Imbaba officer acquitted; Corporal sentenced to one year in jail

The trial of Police Captain Islam Nabih and Corporal Reda Fathi–who tortured and sodomized driver Emad Kabeer in Bulaq el-Dakrour Police Station–has been adjourned today to 2 April 2007.

Nabih and Fathi showed up with a battalion of lawyers, who claimed the torture video was fabricated. Nabih’s family tried to intimidate photographers and ban them from photographing the torturer in court. I spoke with Nasser Amin, Emad’s lawyer, who said his client was still locked up in Damanhour Prison, and expected to be released either 25th or 26th of this month.

In other developments, a court sentenced Corporal Ahmad Abdel Fattah of Imbaba Police Station last Wednesday to one year in prison, for abusing 19-year-old Ihab Magdi Farouk. As for the officer, Lieutenant Kareem Abdallah Abdel Mohsen, whom Ihab accused of supervising the beatings and the (unfilmed) torture, he was acquitted!

Meanwhile, a new video of Egyptian police brutality has surfaced online. In the video, a police corporal (referred to in the video as “Abdel Rassoul”) could be seen hitting a detainee on the back of the neck and slapping him on the face. The person who’s filming could be heard saying: “That’s weak Abdel Rassoul…” encouraging the corporal to hit the detainee stronger.

Egypt police lawyers claim sodomy video faked
CAIRO, March 3, 2007 (AFP) – Lawyers for two Egyptian police officers accused of sodomising a detainee in torture shown on a widely distributed video told a court on Saturday that the film was a forgery, said a security source.
Officers Islam Nabih and Reda Fatih appeared at Giza Criminal Court with some 20 lawyers who argued that not only was the video a forgery but their clients were not in the police station the day the incident was alleged to have happened.
In their argument, the lawyers referred to the case of Howayda Taha, a reporter for satellite network Al-Jazeera, who was arrested with video tapes of reenactments of torture scenes for a documentary on which she was working.
She is facing charges of forging tapes and “harming Egypt’s national interest”.
According to press accounts at the time of the police officers’ arrest in December, prosecutors brought in experts to ascertain the veracity of the abuse video and identify the policemen’s voices.
The officers’ defence team has asked for another expert to check the video.
In January 2006, minibus driver Imad al-Kabir intervened in a fight between his cousin and a police officer, for which he was arrested and taken to Bulaq al-Dakrur police station and tortured, according to his testimony to the New York-based Human Rights Watch.
The abuse was filmed with a mobile phone camera.
“The officers circulated the video among other microbus drivers in his neighborhood and told him that they had done so to ‘break his spirit’ and to send a message to the other drivers,” said the organization in a statement.
The video began to appear on blogs and websites in Egypt around November 2006, sparking an outcry and extensive media coverage, and resulting in the arrest of the two police officers alleged to have taken part.
“The fact that the people who tortured Imad al-Kabir videotaped their crime suggests that they thought they could get away with it,” Sarah Leah Whitson, Middle East Director at Human Rights Watch, said earlier this year.
“The government must end the culture of impunity that gave them this idea.”
Kabir, for his part, was subsequently sentenced to three months in prison in January for “resisting authority.”
The case against the police officers was adjourned until April 2.

How’s Emad, by the way?

I have to say I’m really disappointed by the lawyers and investigative journalists who are handling/following Emad Kabeer’s case.

Where the hell is Emad now? I heard yesterday from a blogger that Emad had been transferred to Damanhour Prison. Is that true? Why Damanhour Prison which is far away from the eyes of his family and lawyers in Giza and Cairo? Why hasn’t the lawyers been updating us about the guy’s condition in prison?  It is as if his case was closed and forgotten since he was sentenced to three months in prison for “resisting authorities.”

Every single one involved in the case had expressed concerns about Emad’s safety in prison when he was sentenced in January. Rights activists expressed fears of Emad being intimidated in prison, away from the world’s eyes, so as to either drop the case against Captain Islam Nabih, or change his story.

Al-Masry Al-Youm today, thankfully reminded us of Emad’s case, by publishing the minutes of the Prosecutor’s interrogation of lawyer Nasser Amin that took place last 25 November.

But that’s not enough! Hell, if we can even get daily updates about Emad’s condition in prison, then do it! To our journalist, lawyer and rights activist friends, do NOT forget Emad, and do NOT leave us in the dark here. Keep us updated please.
