MAHALLA: STATEMENTS CIRCULATE THE FACTORY… STRIKE ON 6 APRIL إضراب غزل المحلة قادم.. يسقط مبارك

Statements signed by the Textile Workers’ League continue circulating the Ghazl el-Mahalla factory. Strike scheduled on 6 April, despite the regime’s pressures. More details in the following message from Kareem:

اصدرت شركة غزل المحلة اليوم مجموعة من البيانات تم تعليقها على بوابات الخروج الخاصة بالعمال تعلن فيها ان على هامش انعقاد الجمعية العمومية للنقابة العامة للغزل والنسيج اصدر وزير الاستثمار الدكتور محمود محى الدين قرار بذيادة الوجبة الغذائية من 43 جنية الى 90 جنية فى محاولة لاجهاض اضراب عمال غزل المحلة والذى تم تحديده فى 6 ابريل القادم ولم تكن هذه اولى المحاولات الحكومية لاجهاض اضراب عمال المحلة فقد اصدرت الادارة اليوم بيان يفيد بأنه تم ذيادة حصة الدقيق الخاصة بأفران الشركة بذيادة 180 شيكارة دقيق شهريا وتشغيل افران الشركة ورديتين يوميا لتلبية احتياجات عمال غزل المحلة
وعلى هامش البيانات اعلن عمال المحلة ان البيانات الحكومية ذادتهم اصرارا على الاضراب لنيل باقى الحقوق وعبروا عن ذيادة الوجبة الغذائية بأنها هرطقات حكومية وحتى هذه الهرطقات لن تجدى مع العمال وان مطالبهم فى بدل الغذاء 150 جنية وليس 90 جنية وذلك لمواجهة ارتفاع الاسعار واعلنوا انهم لن يتخلوا عن اى مطلب من المطالب ال 14 التى اصدرت فى نشرة رابطة عمال الغزل والنسيج والتى تقدم بها وفد العمال الشهر الماضى الى رئيس النقابة
وعلى الجانب الاخر التهبت الاجزاء داخل المصانع وارتفعت اعداد المنشورات واهمها منشور صدر عن رابطة عمال الغزل والنسيج والذى تضمن كلمة موقعة من عاملات غزل المحلة وابيات شعرية ثورية موقعة من الرابطة وقد تناول هذا البيان الذى صدر اليوم وتم توزيعه بكثافة داخل المصانع ان العاملات يطالبن العمال بعدم الانسياق وراء رئيس النقابة مسعد الفقى والمفوض العام فؤاد عبد العليم حسان وامن الدولة والذين طالبوا العمال بأن يكون الاضراب خارج الشركة واكد البيان ان على العمال الاضراب داخل الشركة حرصا على العمال من التدخلات الامنية والتى ستحدث فى حالة الخروج للشارع او تدخل البلطجية وسط الاضراب فى الشارع مما قد يهدد الاضراب
وهاجم البيان بعض القيادات الادارية والعمالية التى تنتمى بالولاء الى الحزب الوطنى كما هدد البيان مسعد الفقى رئيس النقابة من محاولة القدوم للاضراب لان ذلك سيعرضة الى الاهانة كما حدث مع رئيس النقابة السابق صديق صيام والذى ضربته العاملات بالاحدذية عندما حاول فض اضراب سبتمبر الماضى واكدت العاملات فى تهديدها ان الاحذية الخاصة بالعاملات والتى ضرب بها رئيس النقابة السابق مازالت موجودة فى حالة محاولة رئيس النقابة الحالى فى التدخل لانهاء الاضراب
وفى نفس السياق اصدرت جهه مجهولة بيانا بعنوان نداء من القلب الى أولى الألباب والذى طالب العاملين بالشركة عندم الانصياع لفكرة الاضراب لان ذلك يتسبب فى خسارة مالية للشركة
وتطرق البيان الذى تم توقيعه بأسم جميع عمال شركة مصر الأوفياء الى اعتصام الصحفيين ونقابة المحامين والاطباء قائلا ان الصحفيين حين اعتصموا لم تتوقف الصحف عن الصدور والمحامين عندما اضربوا لم تتوقف المحاكم وكذلك الاطباء لم يوقفوا المستشفيات مما عاد عليهم بعدم وجود خسارة مالية
وهاجم البيان حركة كفاية وبعض الحركات الاخرى قائلا لا يجب الانسياق وراء هذه التيارات التى لها فكر سياسى وترغب فى نيل ما تريد عن طريق عمال غزل المحلة وتسائل البيان اين كانت هذه الحركات حينما اضراب عمال المحلة فى ديسمبر 2006 وسبتمبر 2007
وانتهى البيان بمطالبة العاملين بشركة غزل المحلة بعد الاضراب حتى لا تخسر الشركة مزيدا من الاموال بسبب الاضرابات
وقد اصاب هذا البيان غضب العمال فى الشركة وصرحوا ان وراء هذا المنشور الجهات الحكومية والامنية التى ترغب فى اجهاض الاضراب واكدوا على ان الاضراب سوف يحدث مهما كانت الاغراءات او التهديدات حتى لو وصل الى حد اعتقال كل العاملين بالشركة فى سبيل نيل حقوقهم المسلوبة
وطالب العمال ان يكون للرأى العام موقف تضامنى مع العمال دون التدخل الصريح فى الاضراب والاكتفاء بالتضامن فقط مؤكدين ان ارتفاع الاسعار يصيب جميع المواطنيين فى الشارع وعلى الجميع ان يناضلوا فى اماكنهم لانتزاع حقوقهم المسلوبة من حكومة رجال الاعمال

Unions in a dire state, says MP as more workers protest

Employees and union members of a bank and a holding company staged a double demonstration on Sunday outside the parliament to protest against what they described as “prejudice” and “persecutory” behavior taken against them by their respective work officials.
Muhammad Abdel Hamid, an employee of the Masraf United Bank and a member of the Bankers Union, told Daily News Egypt, “I am here to present my complaints to Members of Parliament. The Union has frozen my membership because I dared to take up workers’ demands.”
In a written statement to the PA, Abdel Hamid has accused the union board of conspiring with the General Union of Banks to prevent employees’ rights from being implemented, including the annual salary increase mandated by a 1987 law, which was later ratified in 2006.
Workers from the contracting company Atlas were also present to deliver their complaints. Yasser Muhammad Yassin, who has worked for Atlas Holding Company for 14 years, told Daily News Egypt, “I have been discriminated against because I took workers demands to the authorities. I have a Masters degree in business, and was an accounting advisor [for the warehouses], and after I complained they demoted me to accounts secretary and denied me my annual raise.
“My colleague, Hussein Sorour, who is here with me today, was moved to the Alexandria branch because he took my side.”
In a written statement previously presented to the Atlas General Union, workers demanded full insurance and pension funds as well as paid holidays, travel expenses and over-time pay of 100 percent rather than the current 40 percent. They also demanded the holding company to implement a system for an annual wage raise.
Standing with them was MP Muhammad Abdel Aziz Shabaan, who promised the employees that he would present their cases to the PA to ensure action is taken.
“We will have to study their demands and find out what is relevant and what is not. The assembly will hopefully meet next week to discuss these affairs among the issue of wages in general,” he said.
“However, what I can say now is that the labor unions are in a poor state, and are no longer active. There are some real leaders in companies and factories, but when they try to act on behalf of their colleagues they are inevitably persecuted by officials.”

Railway Union okays two of train drivers’ demands

The National Railway Union agreed to two of the train drivers’ five demands when they met yesterday in El-Wosta, Beni Suef.
The drivers met union representatives to discuss a bundle of demands pertaining to allowances and working conditions.
Some 60 drivers held a protest before the meeting during which they held up banners listing their demands. This follows the five-hour protest held last week on March 2.
Negotiations between drivers and the union lasted for approximately one hour. Drivers listed a bundle of demands, most of which pertain to wage parity with drivers based elsewhere in Egypt.
The union agreed to the payment of an allowance which drivers are entitled to under a decree issued five years ago, but which has not been paid in full to drivers based in El-Wosta.
Back payment of this allowance will add up to a roughly LE 1,500 lump sum for many drivers.
The union also agreed to drivers’ demand that they receive an allowance given to drivers for standby fire engine shifts.
The union did not accept drivers’ demands to receive health insurance like their counterparts based in Minya. In addition, the drivers’ principal demand — that they report to the central Cairo office rather than Assiut — is “under consideration.”

Note here that the negotiations, like in many other cases, were conducted between “representatives of the workers” and “union members.” Now, in theory a labor union should be the “representative” of the laborers in a workplace, and the one to lobby for their interests vis a vis the management. But not in Egypt and other dictatorships, where the unions are decoy, state-sponsored, and more or less part of the govt, and the workers understand whose side they are on.

The overwhelming majority of the strikes happening over the past couple of years were opposed by the local unions and the Federation. In Kafr el-Dawar, the strikers “detained” the Factory Union Committee members to force them to join the occupation, while in Mahalla the workers hospitalized Seddiq Siyam the head of the FCU during last September’s strike. In the Real Estate Tax Collectors’ strike, the workers elected a “Higher Committee for the Strike” that wasn’t composed of the union members, and the latter were excluded from negotiations… Spontaneous leaders (those referred to as “the representatives of the workers”) are appearing in workplaces, and it’s the task of political dissidents who are organizing against the Mubarak’s dictatorship to start forging links with them as well as putting those leaders in touch with another to exchange experiences and start a real push from below for the much delayed project of launching parallel independent labor unions and destroy the corrupt, Mubarak-backed General Federation.
