The military rules

Every single boat heading out for a dive, every single diver going into the sea in Marsa Alam, must issue a permission from the Border Guards Intelligence Services, مخابرات حرس الحدود. It doesn’t cost much, less than LE10. However, with the number of boats and divers across Marsa Alam and around it, they must be making hundreds of thousands a year, if not millions if it was a good season.

But WHY? Why would the military take this money? This is an extra source of income that’s all. PERIOD.

Marsa Samaday is one of the few “touristic beaches” I saw, where you can find workers and their families (mainly migrants from Upper Egypt) camping out and enjoying access to the sea water. The photos, below, were taken around sunset time.

Tourism in Egypt

It is almost impossible to open up a tourism project in general, and in Sinai and the Red Sea Coast to be specific, without having connections in the military and/or intelligence circles.
